retreating armies had burned the crops in some areas, and much of the remainder was sent back to the Reich. Individual states not controlled by elected Nazi governments or Nazi-led coalitions were forced to agree to the appointment of Reich Commissars to bring the states in line with the policies of the central government. Books deemed unacceptable to the regime were removed from school libraries. One suggestion was a mass forced deportation of Jews to Poland, Palestine, or Madagascar. By 1935, military expenditures accounted for 73 percent of the government's purchases of goods and services. The Degenerate Art Exhibition, organised by Goebbels, ran in Munich from July to November 1937. The new law provide an altered loyalty oath for servicemen so that they affirmed loyalty to Hitler personally rather than the office of supreme commander or the state.
